Description of problem:
snap 14.1 on RHEL7



How reproducible:


Steps to Reproduce:
1. Install $snap; wait long enough for logrotate to take place, or trigger manually.
2.  Check root mail


Actual results:
/etc/cron.daily/logrotate:

error: error opening /var/log/candlepin/cpdb.log: Permission denied
error: error opening /var/log/candlepin/cpinit.log: Permission denied

Expected results:
No errors.

Additional info:
This appears to be differnt than

It also blocks, in my estimation, clean verification of said bug(s), if the logs are not accessible at all.

This appears to be fixed in snap 16.  After updating to this snap, I am no longer getting these messages in root mail.
