Description of problem:
ovirt_provision_plugin (ruby193-rubygem-ovirt_provision_plugin) rpm should be available in satellite channel, or maybe even installed automatically as part of satellite, for better user experience

this plugin is required for integration of RHEV with satellite

Steps to Reproduce:
1. install satellite
2. yum install ruby193-rubygem-ovirt_provision_plugin

Actual results:
No package ruby193-rubygem-ovirt_provision_plugin available.

Expected results:
package should be available

Verfied in Satellite 6.1:

# rpm -q satellite
satellite-6.2.0-21.2.el7sat.noarch

# yum install tfm-rubygem-ovirt_provision_plugin -v
