Description of problem:
Just like in upstream, in RHEL OSP 7 an LBaaSv2 healthmonitor can't be deleted if its pool/listener is deleted. This needs to be fixed in RHEL OSP as well.

From the upstream report:

Using the lbaas v2 resources, I created a loadbalancer, listener, pool, and healthmonitor, all attached to each other as expected. Next I deleted the pool, which I wouldn't expect to work since there is a healthmonitor attached to it, yet it worked successfully. Now I am unable to do anything with the healthmonitor that is remaining.

We will only be able to determine the possibility of a backport after the fix lands in upstream master.

The fix landed in stable/mitaka and will be available once OSP 9 LBaaS is rebased to 8.2.0+

We rebased to 8.4.0, which included the fix.
