[Docs][Release Notes] DiskAlignment unavailable for PPC

RHEV-3.3 introduced https://www.ovirt.org/develop/release-management/features/storage/diskalignment/ to let users verify whether their guests have sane partition alignments. This is important for performance of old guest OSs (mainly Windows). The feature depends on libguestfs-tools-c, which is not delivered on RHEV for PPC. The feature is not really interesting on PPC, as we are unaware of PPC-compatible OS that creates misaligned partitions. The bug is opened only for documenting this fact.
Updating the doc text for inclusion in the Release Notes. Leaving this bug open for now to assess whether any further docs changes are required.
