funny my F23 have /usr/share/intltool-debian/intltool-update rpm -qf /usr/share/intltool-debian/intltool-update intltool-0.51.0-3.fc23.noarch but ll /usr/share/intltool-debian lrwxrwxrwx. 1 root root 8 Mai 8 2013 /usr/share/intltool-debian -> /usr/bin rpm -qf /usr/bin/intltool-update intltool-0.51.0-3.fc23.noarch So maybe po-debconf should have this symbol link. I hope update po-debconf soon.
Anyway this is a very strange package https://tracker.debian.org/pkg/intltool-debian last update 10 years ago ... Maybe we should ask to Debian to retire this package
You should check rpm -qf /usr/share/intltool-debian instead. It seems that rpm looks for the actual file rather than checking the path (so you might have created the symlink yourself). It seems that it lives here: https://launchpad.net/intltool I wonder which one Debian itself is using.

Hi, after some investigation I notice that Fedora misses intltool-debian [1] but we have same list of executable on intltool package. I have, I don't remember why (Mai 8 2013) one symlink: ll /usr/share/intltool-debian lrwxrwxrwx. 1 root root 8 Mai 8 2013 /usr/share/intltool-debian -> /usr/bin Well, I don't know differences of intltool-debian vs intltool , neither found any answer in google , so maybe we should ask upstream , but seems a little difficult get any answer . This bug appears to have been reported against 'rawhide' during the Fedora 26 development cycle. Changing version to '26'.
