Description of problem:
Register a new user, an welcome email will be received. But the console/API/registry urls in the email are wrong.

Steps to Reproduce:
1. Register a new user by a new github account.

2. Check the console/API/registry URLs in welcome email.

Actual results:
2. The web console/API/registry URLs in welcome email are wrong.The URLs listed are dev-preview-stg urls, not dev-preview-int.

Expected results:
2. The URLs should be dev-preview-int urls.

This will most likely not be addressed as INT and STG in devpreview both share the same Intercom instance. The welcome emails are sent by the reconciler and we have separate reconcilers running  for INT and STG. So we COULD send two different welcome emails - one for INT and one for STG. However, all subsequent emails - 7day, 3day, 24hour, and the expiration email are being sent by Intercom, which cannot distinguish b/w INT and STG. So, even if we have separate welcome emails, the subsequent emails will all include links for a particular environment.
