screen: welcome page w/ truncated bg. (IE11)

Description of problem:
When scrolling down the welcome page (or Console Client Resources page),
the page background is truncated (filled with solid gray or white color).

Version-Release number of selected component (if applicable):
rhevm-4.0.0.5-0.1.el7ev.noarch (build 4.0.0-17).

Also reproduced with the latest oVirt master: 
ovirt-engine-4.1.0-0.0.master.20160617051236.git01642c6.el7.centos.noarch

Browsers:
Firefox 45.2 ESR
Firefox 47.0
Chromium 50.0
IE 11

How reproducible:
100%

Steps to Reproduce:
1. go to /ovirt-engine/ welcome page.
2. Resize your browser window so scrollbar(s) will appear.
3. Scroll down the page

Actual results:
The page background is truncated. See attached screenshot.

Expected results:
Background is not truncated.

Background seems good, but now the scrollbar appears by resizing window only for a little space. The text is hidden in top of the browser and can't be accessed. See attachments.

tested in browsers:
Firefox 47.0
Google Chrome 52.0

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

@Lucie, if that's the only problem, can we please pass this? We need a complete overhaul on responsive design (really small, mobile resolutions).

The purpose of this BZ is definitely fixed.

I'll open another BZ on responsive design and cc you.
