Description of problem:
I am doing a ceph upgrade from Ceph 1.3.2 ubuntu to Ceph 2.0.
During OS upgrade the version of ceph is switched to upstream.

Version-Release number of selected component (if applicable):
ceph version 0.94.5-5redhat1trusty to ceph 10.2.2

How reproducible:
Always

Steps to Reproduce:
1. Have a up and running 1.3.2 ceph cluster on trusty ( ISO install).
2. do an ubuntu OS upgrade from trusty to Xenial.
3. the ceph version has changed


Expected results:
The ceph version should be consistent

Additional info:

The OS upgrade has been done exactly according to the 1.3.2 install doc:
