Description of problem:
when connected via ethernet with two dns record vpn's dns record is added into the middle but it should be added as the first one.

1.connect to ethernet with two dns record
2.connect to libreswan vpn 

Actual results:
vpn's dns is in the middle

should be first

The DNS priority logic seems to work fine here; maybe the first DNS server is provided by both Ethernet and VPN connections? Can you please attach logs at trace level?

The issue seems not to be present in recent releases.
