The courier-unicode-1.4-1.fc24.x86_64 spec file's description ends with:

"The current release of the Courier Unicode library is based on the Unicode 6.3.0 standard."

The description in the spec file was originally taken from an earlier version's README. It's out of date, and in the current version the README states:

Current status

   The current release of the Courier Unicode library is based on the Unicode
   8.0.0 standard.
