Description of problem:
Filters are only visible where a filter is saved. Then after refresh " No filters defined."

Steps to Reproduce:
1. Add a filter provider to Cloud/Infrastructure provider
2. Refresh page
3.

Actual results:
No filters defined.

Expected results:
Filters should be visible.

Same for network/container provider.

Verified in 5.7.0.3. Filters are not missing anymore.
