Description of problem:

BZ1336262 - [Tracker] - rhevm-doc 4.0 - doesn't include any info about Technical Notes and Package Manifest in 4.0, thus here it is this BZ.

Expected results:
RHEVM "welcome" page has links to these docs, so it had to be present in 4.0

This will included in the next beta.
