Description of problem:
Hooks for before hibernation are always executed, doesn't matter if migration policy is set or not.
Hooks for after hibernation are never executed.

always

Steps to Reproduce:
1. create hooks for before and after hibernation
2. hibernate the VM
3. start the VM again

Actual results:
before hibernation hook is always executed and after is never executed

Expected results:
hibernation hooks are executed if migration policy is set and are not executed if migration policy is not set

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

Long story short we'll transform this to an RFE and have it always be executed

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.
