Description of problem:
message: "Migration is NOT currently supported using SPICE Native USB redirection on cluster version lower than 3.2" is no longer relevant on 4.0 as the lowest supported cluster version is 3.6, therefore it should be removed from engine sources altogether.

Affects both userportal and webadmin

Steps to Reproduce:
1. go to New/Edit VM dialog, go to Console tab, select USB Support: Native

Actual results:
warning message appears:
Migration is NOT currently supported using SPICE Native USB redirection on cluster version lower than 3.2

Expected results:
warning goes the same way as clusters < 3.6 went
