Description of problem:

OSP 8 -> OSP 9 upgrade converge step fails because the commands for sahara and gnocchi DB sync commands are missing. The respective packages aren't installed on controllers. Excerpts from os-collect-config logs:

Last tht version for osp9 (osp8 upgrade) is 2.0.0-42, so this one has been tested.  Closing it.
