The issue is in the summary. This prevents upgrading from Fedora 23 to Fedora 24 if the system has LIRC installed. It can be worked around by removing the man-pages package, but I'd rather not.

Since lirc-core is shipping its own man page, I think the same man page should be removed from man-pages.

It's actually the other way around, the lirc.4 man page is being moved from lirc to man-pages package.
The best workaround is to remove lirc-core before upgrade and then reinstall it after.
