Description of problem:
Yum is no longer logging what it has done in /var/log/yum.log.
The logging stopped when 2.1.3-1 was installed eventhough the above
log file is specified in the /etc/yum.conf. 

Version-Release number of selected component (if applicable):
yum-2.1.6-1

How reproducible:
Always

Steps to Reproduce:
1.run yum to update or install packages
2. look at the yum.log. there is no logging of the packages updated or
installed.
3.
    

Actual Results:  no logging

Expected Results:  list of packages updated or installed.

Additional info:

This is happening on the two systems that I have running "rawhide" and
it started when I installed version 2.1.3-1.

Known issue - file this upstream if you'd like but it's known and will
be resolved in the next release or two.
