Description of problem:

Since oVirt does not support QCOW2 on preallocated policy - such settings should not be used as default when opening the upload window.

Steps to Reproduce:
Try to upload a disk using the webadmin:
Disks -> Upload

Actual results:

Default settings are:
Image type: QCOW2
Allocation Policy: Preallocated

If the user will leave the default settings provided he'll get an error.

Expected results:

For the default setting to integrate well or to have no default settings (let the user choose).

Additional info:
Leaving the default settings provided in the UI cause an error:
