Description of problem:
Error starting domain: Internal error: No cgroup for domain

Version-Release number of selected component (if applicable):
libvirt-daemon-driver-lxc-1.3.3.1-4.fc24.x86_64

How reproducible:
Always.

Steps to Reproduce:
1. dnf remove systemd-container
2. virsh -c lxc:/// start domain

Actual results:
Can't start LXC domain.
