When starting VM with Neutron network the VM start is pause mode and after 15 the VM should be UP

Created attachment 1180927 [details] engine log_3.6.8 Description of problem: VM has been paused once running it with neutron network. When trying to run a VM with an imported neutron network it got paused immediately until the next time we press 'Run' button. This is happening on 3.6.8 and 4.0.1 Version-Release number of selected component (if applicable): 4.0.1.1-0.1.el7ev 3.6.8-0.1.el6 How reproducible: 100 Steps to Reproduce: 1. Import neutron network from openstack external provider 2. Try to run VM with this network Actual results: VM has been paused Expected results: Should run as expected The work around is to press the 'Run' button again and then the VM will run.
