Description of problem:
VM has been paused once running it with neutron network. 
When trying to run a VM with an imported neutron network it got paused immediately until the next time we press 'Run' button.  

This is happening on 3.6.8 and 4.0.1

4.0.1.1-0.1.el7ev

How reproducible:
100

Steps to Reproduce:
1. Import neutron network from openstack external provider
2. Try to run VM with this network 


Actual results:
VM has been paused

Expected results:
Should run as expected

The work around is to press the 'Run' button again and then the VM will run.
