I am not sure whether an IP address parameter is always required (which would just require to add a check for that) or if it should work without, then some sensible initialization of 'lcl' should be done.

I am closing this ticket as a duplicate of Bug 1465646 despite that one addresses rhel-alt-7.4. This is correct because in order to resolve Bug 1435647, I will merge rhel-alt-7.4 into rhel-7.5 which will merge the patches for Bug 1465646 as well.
