Description of problem:
There's a link to networkfilters under /ovirt-engine/api/v3:
<link href="/ovirt-engine/api/v3/networkfilters" rel="networkfilters"/>
But /ovirt-engine/api/v3/networkfilters is an empty page.

Steps to Reproduce:
1. Navigate to /ovirt-engine/api/v3 and see the networkfilters link.
2. Navigate to /ovirt-engine/api/v3/networkfilters and see that it's an empty page.

The solution to this problem is to remove the "networkfilters" link from version 3 of the API.

Moving to 4.0.4 as it isn't a severe issue and 4.0.3 is reserved for severe issues.
