View initial state of Policy and Policy Profile trees

Version-Release number of selected component (if applicable):
5.6.0

How reproducible:
View Control trees

Actual results:
Policy and Policy Profile trees are fully expanded

Expected results:
Trees should only have folder nodes showing, but not expanded
