I am also encountering this bug in RHEL7.3 with openvswitch 2.6.1 built from spec included with openvswitch dist. I am not sure if the issues with executing sbin/ip and the tmp.xx are present but I am definitely getting a denied when ovs-ctl attempts to run /usr/bin/hostname at startup.
