This bug was discovered while testing a fix for BZ 1361255 [1].

loginUserName and loginUserId functions should return correct values even before WebAdmin UI is fully initialized (information about logged-in user is available right from the start as we're using SSO).

Steps to Reproduce:
1. Use test UI plugin from [2].
2. Load WebAdmin page and inspect browser console.
