Description of problem:

From a OSP deployment with more than one external network, client want to restrict for each tenant, which external network can they use.

Use Case

If there are different external network for development, integration and production, they want to have a way to tell a development tenant to only use the development external network, and tell another tenant to use all of them, or only development and integration ones.
