Lack of logging/messaging to alert user that a quota or limit is reached.


3. What is the nature and description of the request?  

 There is no information at all (either on UI or in the logs) that you're hitting limits and that's why deployments are failing. So it becomes hard to determine that reconfiguration of limits and quotas will help solve the issue.

There are events now that tell you you are at your quota.  But I am attaching to the card which is about warning you ahead of time.

Since the feature in card https://trello.com/c/mfeqgKvL/716-5-add-to-project-provide-resource-summary-or-warning-when-quota-will-be-exceeded-ux-p2 has been merged in OCP 3.4, there is quota warning info on web console now, and the feature has been tested. So move the bug to Verified.
