toolbar almost disappears

5.6.1.0

How reproducible:
Always

Steps to Reproduce:
1. Automate -> Customization -> Service dialogs
2. Add enough items to make scroll bar appear in the tree view
3.

Actual results:
Toolbar almost disapears.

Expected results:
Toolbar should be always in same position.
