How reproducible:


Steps to Reproduce:
1. In the SSUI login page, Click on the Language drop down.
2.  Only "user default" and "browser default" options are shown.
3. Login in SSUI , in the top menu , switch language shows all language options.
4. Logout , now the dropdown shows , all language options.

This does not affect 5.7, fixed by https://github.com/ManageIQ/manageiq-ui-self_service/pull/73 - the problem happens only with pf-select from angular-patternfly 2.*
