also, documentation in 4.0 still talks about this policy even though it is no longer relevant. It looks confusing as it talks about "old" hosts.

feel free to postpone the code removal to 4.1, but the doc should be improved in 4.0.z already

We are likely to need this to el7->el8.
Please review to ensure we can use the code for the next major upgrade.

I do not see how the code is relevant for RHEL8 when it is not clear what will be actually the supported
