Description of problem: /etc/udev/rules.d is administrator territory. Please move the rules file to /usr/lib/udev/rules.d (aka %{_udevrulesdir}). Similarly for /etc/modprobe.d/garmintools.conf → /usr/lib/modprobe.d/. Version-Release number of selected component (if applicable): garmintools-0.10-9.fc24

I've looked into this back in June, but I had problems figuring out the proper Requires and such. I took a look at some other packages and made the changes accordingly.
