I hope this isn't sleep talking, but it appears that python3-twitter hasn't been rebuilt with the 3.1 code released on 25 May 2016. See: https://github.com/bear/python-twitter/releases The shipping package has a bug as it still contains python2 type references. This appears fixed in the latest release. Thank you.
