Description of problem:
OpenShift Online is not allowing the user to create new OpenShift project after deleting old one . It is expected that user should be allowed to create New Project after deleting old one.

How reproducible:


Steps to Reproduce:
1.Login to OpenShift Online
2.Create OpenSHift Project
3.Delete the Project after creation
4.Again create a New OpenShift Project

Actual results:
OpenShift Online is not allowing user to create new project after deleting old one

Expected results:
OpenShift Online should be allowed user to create new project after deleting old one

Are you still unable to create another project, or was this right after you deleted the old one?

Yes, I am unable to create project though I have no projects available in my account. I am blocked completely with my account :) 

Expected Behaviour - User should be allowed to create at least 1 Projet if 0 projects available in the account.

The previous project probably failed during a creation/deletion attempt. It has been cleared manually and you should be able to create a new project now. We are investigating why this happened in the first place and the issue is being tracked in https://bugzilla.redhat.com/show_bug.cgi?id=1367432
