It is expected that user should be allowed to create New Project after deleting old one. Are you still unable to create another project, or was this right after you deleted the old one?

Yes, I am unable to create project though I have no projects available in my account. I am blocked completely with my account :) Expected Behaviour - User should be allowed to create at least 1 Projet if 0 projects available in the account.
Not a mgmt console issue.
Could anyone update me what the exact issue is ?

The previous project probably failed during a creation/deletion attempt. It has been cleared manually and you should be able to create a new project now. We are investigating why this happened in the first place and the issue is being tracked in https://bugzilla.redhat.com/show_bug.cgi?id=1367432
