With Never Option

Description of problem:
[RFE] add the option to set spm priority to Never in engine GUI

Version-Release number of selected component (if applicable):
Red Hat Virtualization Manager Version: 4.0.2.6-0.1.el7ev 

How reproducible:
100%

Steps to Reproduce:
1. Open host for edit 
2. Move to the SPM "tab"

Actual results:
Only Low, Normal and High choices appears

Expected results:
To add the option Never to the choices list 

Additional info:
When we move host SPM to never thru API we can see the Never option appears
as you can see in the attached snapshot.

The fix for this issue should be included in oVirt 4.1.0 beta 1 released on December 1st. If not included please move back to modified.
