IBM, is this request about https://github.com/chef-cookbooks/yum-epel ? Do all of its prerequisites already exist in Fedora? The way for including new packages in Fedora is described in https://fedoraproject.org/wiki/Package_Review_Process

As far as I know, everything else are ok.
This message is a reminder that Fedora 23 is nearing its end of life. Approximately 4 (four) weeks from now Fedora will stop maintaining and issuing updates for Fedora 23.
