Description of problem:
The latests versions of openoffice behave strangely when using an 
arabic locale.
- Fisrt, I can't activate the menus with the mouse.
- Second, when using keyboard accels, the menu is opened in the left
of the screen although the menubar is RTL.

The good news is that entering arabic text is handled correctly now.

Steps to Reproduce:
1.use an arabic locale
2.start oowriter
3.try the activate the menu with the mouse, then with the keyboard

This should work now in Rawhide builds.  I've verified with 1.1.3-7
which will be out shortly, but it was fixed before then.
