We have this public article which works. There are several ways to do this depending on the customer's preferred platform. https://access.redhat.com/articles/uploading-rhel-image-to-azure We also have this internal doc which worked just find for a customer issue this week. https://mojo.redhat.com/people/dlamotta/blog/2016/08/08/azure-image-preparation-for-cloudforms-use Maybe we can consolidate these into a single best practice.
