Open shift online Project creation error

Description of problem:

Open shift does not allow Project creation even when no projects are available.

Version-Release number of selected component (if applicable):

Dev Preview Openshift online

How reproducible:

Always. 

Reproducible from CLI and online.

Steps to Reproduce:

User:~ User$ oc new-project <projectname> Error from server: projectrequests <projectname> is forbidden: user User cannot create more than 1 project(s).

User:~ User$ oc delete project <projectname> Error from server: User "User" cannot delete projects in project "test"

User:~ User$ oc status Error from server: User "User" cannot get projects in project "default"

User:~ User$ oc get projects

Actual results:

Open shift does not allow creating New Project

Your stuck project was removed, so you should be able to create a project now. The underlying issue is being tracked in Bug 1367432
