Description of enhamcement:
Atomic and AtomicEnterprise providers should be removed from CFME.
There should be no way to add atomic providers in UI, and existing Atomic providers should be converted to Openshift (AtomicEnterprise -> OpenshiftEnterprise)


To test removal:
1. Start evm - in version 5.5.x
2. Create Atomic Provider
3. Create AtomicEnterprise Provider
4. Stop evm
5. Upgrade to new version
5. Start evm
6. Try to add new provider.

Expected results:
1. Atomic Provider should turn to Openshift
2. AtomicEnterprise Provider should turn to OpenshiftEnterprise
3. No Atomic/AtomicProvider in new Provider type dropdown list.
