Description of problem:

In Subscriptions > Add Subscriptions, adding an invalid or negative quantity results in quantity defaulting to all available subscriptions

How reproducible:

100%

Steps to Reproduce:
1. Install/configure QCI
2. Deploy RHV
3. At Subscriptions > Add Subscriptions, enter an invalid value (e.g. H) or negative value (e.g -3)
4. Examine value added

Actual results:

Maximum available subscriptions for that row

Expected results:

Error/warning
Default to zero new entitlements

Additional info:

Entering a fraction results in a rounded down (floor) quantity

Customers should not be able to detach prior subscriptions using QCI.  Customer Portal would be the correct place.

Incorrect submissions (empty and in the right number range) will highlight red, and focusing out will change it to 0.
