Description of problem:
yum search should be able to search local repositories

yum-2.1.10-3

How reproducible:
Always

Steps to Reproduce:
1. yum search something
    

Actual Results:  Newest repository is fetched every time.

Expected Results:  Possibility to NOT fetch new repository.

and if you run:

yum -C search something.

doesn't it search what you have locally?

or
alternatively.

run yum search something  as a non-root user.
