Description of problem:

During a deployment, rescheduling happens quite often, however when the reschedule happens the nova instance id does not get removed from the ironic node. This causes deployments to fail quite often, since I am deploying all my nodes at once, and there is ironic nodes to reschedule to.

How reproducible:
Seems to be 100% for us.

Steps to Reproduce:
1. Deploy OpenStack with OSPd9 GA

Actual results:
Deployment failed

Expected results:
Deployment succeed.
