% sudo systemctl enable lightdm --force

% ls -l /etc/systemd/system/display-manager.service
lrwxrwxrwx. 1 root root 35 Sep  1 15:17 /etc/systemd/system/display-manager.service -> /usr/lib/systemd/system/gdm.service

This used to work and would change the link to lightdm. 
Both gdm and lightdm service files have a 
Alias=display-manager.service
