If you have any module when tornado is specified in install_requires it automatically tries to download certifi. I think we should reduce this requirement.
Yes, none of our packages should depend on certifi or use certifi.
This should be fixed in python-tornado-4.4.1-1.fc26. I've got a build for f24 ready, and am working on f25 but tornado tests are problematic and have random failures.
