Description of problem:
Instance provision request fails when choosing Availability Zone in provision form. If Availability Zone field is empty, default AZ is used and provision pass.

current master branch

How reproducible:
always

Steps to Reproduce:
1. open form for instance provision
2. fill *required* fields and choose "nova" from Availability zones in Environment tab
3. Submit

Actual results:
Request fails with [EVM] VM [m_inst_ut_aznova] Step [CheckProvisioned] Status [Creating VM] Message [Creating VM] Current Retry Number [1]; error in log with not existing AZ


Expected results:
Request succeed, instance is provisioned
