Description of problem:

Some APIs need to be updated and fixed to make MOM's jsonrpc layer work with VDSM in oVirt 4.0.

MOM uses these jsonrpc calls:

- ping
- getAllVmStats
- setBalloonTarget
- setCpuTuneQuota
- setCpuTunePeriod
- getIoTunePolicy
- getIoTune
- setIoTune
- setKsmTune

Target release should be placed once a package build is known to fix a issue. Since this bug is not modified, the target version has been reset. Please use target milestone to plan a fix for a oVirt release.

I moved the bug to ASSIGNED by mistake, changing it back to ON_QA

verification steps: 
1. working with master
2. make sure the interface is: vdsmjsonrpcbulk (/etc/vdsm/mom.conf)
3. running automation sanity test.
