Description of problem:

Cu is trying to deploy 13 instances using heat stack. 9 of the instances are using 2 VFs from different networks. 3 compute nodes are present, each compute node is having 4 PFs, each PF is having 2 VFs that makes 8 VFs on each compute node. Total number of VFs on all three compute node is 24 and 9 instances require 18 VFs.

RHEL OSP 6

How reproducible:
Most of the time for Cu. 

Steps to Reproduce:
1. Try to deploy the heat stack. Four out of five times, heat stack creation is getting failed.

heat stack is getting failed.

Expected results:
heat stack should get successfully completed.
