Description of problem: Trying to upgrade from F23 to F25 is not possible How reproducible: Install F23 and do a system upgrade through dnf Steps to Reproduce: After a fresh install of F23 : sudo dnf install dnf-plugin-system-upgrade sudo dnf system-upgrade download --refresh --releasever=25 Actual results: Error: package python3-dnf-langpacks-0.15.1-1.fc23.noarch requires python(abi) = 3.4, but none of the providers can be installed. package dnf-langpacks-0.15.1-1.fc23.noarch requires python3-dnf-langpacks = 0.15.1-1.fc23, but none of the providers can be installed (try to add '--allowerasing' to command line to replace conflicting packages) Expected results: System is upgraded Additional info: After removing dnf-langpacks the upgrade can proceed however in the end it fails with: warning: /var/lib/dnf/system-upgrade/libreswan-3.17-2.fc25.x86_64.rpm: Header V3 RSA/SHA256 Signature, key ID fdb19c98: NOKEY Curl error (37): Couldn't read a file:// file for file:///etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-25-x86_64 [Couldn't open file /etc/pki/rpm-gpg/RPM-GPG-KEY-fedora-25-x86_64 I guess the last warning is related to the build of libreswan, which for F25 has a lower NVR than the one in F23.
Proposed as a Blocker for 25-beta by Fedora user churchyard using the blocker tracking app because: Upgrade form F23 to F25 is not working with default Workstation install. "For each one of the release-blocking package sets, it must be possible to successfully complete a direct upgrade from fully updated installations of the last two stable Fedora releases with that package set installed. The release-blocking package sets are the minimal set, and the sets for each one of the release-blocking desktops, on all primary Architectures except i686."
About last warning - libreswan is not signed (which is not problem of DNF). Bug was already accepted as beta blocker. *** This bug has been marked as a duplicate of bug 1366793 ***
