Description of problem:
yum -y update will break on this error:

Steps to Reproduce:
1.yum -y update

Actual results:
yum -y update breaks

Expected results:
yum -y update works. i have to manually add skip-broken for it to work. this breaks cronjobs and some scripts where shops requires an eyeball on such errors

This BZ closed some time during 2.5, 2.6 or 2.7.  Adding to 2.7 tracking bug.
