The defaults provided via: 

ceph::profile::params::osd_pool_default_pg_num
ceph::profile::params::osd_pool_default_pgp_num
ceph::profile::params::osd_pool_default_size

are not honored anymore.

As a workaround, these can be overridden as described in BZ 1283721 comment #26
